Yes they are shims. Yes they will help get your device clocked. They seem over sized a bit. The edges stick out a bit from the barrel and they are sharp.

Much better than crush washers. You can use the different thickness washers to dial-in the perfect tune.

This is a good kit. It allowed me to time my compensator. I wish it had some thicker washers so I didn't have to use so many but I don't expect to be taking it off and on much so it's really not a huge issue.

If you need to get that muzzle device tight and oriented just right, then a set of shims like this are just what you need. Easy to mix and match to get things lined up just right.
