[Lay opinion from a non-machinist] Combination drill/taps can be economical for handy amateurs with infrequent, one-off jobs, but they seem much easier to break than regular taps (maybe due to the material removed to form the drill sections). I've used these successfully and have also broken more than one. Recently, I had a bigger job to do in stainless and finally got a decent basic set of paired drills and taps, but for a few holes or an infrequent fix, these combo taps can do the job with some care and patience.

These are not strong enough to drill as they are supposed to. Broke after a couple of holes!
