My plastic bushing had a single crack. Changed that since it's the most common and easiest fix. Didn't fix it. Tried the dampener next, that did the trick.Notes: Moving the hinge by hand while installed in the old dampener, it was hard to move, but it had a little free play in it. Like the hinge would turn easily for a small amount before hitting resistance. After removing the old dampener, i saw some oil on the outside. It must have busted a seal and leaked.
