Its a bolt, a great one! used it for engine starter mounting.

The 110mm length is incorrectly stated, length should be measured from bottom of flange shoulder to end of bolt (effective length), not overall length, so this is really a 100mm (4") bolt and was subsequently .5" short for my application.
