The item did not appear to be new. The black coating was flaking off most of the weights and the plastic case appeared to have been used as well.

The item was significantly damaged when nowhere was it noted as used. The weights had bumps and the black coating had been completely scratched off at various points. The blue box that holds the weights was also severely discolored and it was even broken; at least it still held the weights in place and I suppose the weights still hold true to the mass they note.
