How to define this? Is it a play tool or is it a whip? Depends on how you use it. The “tool†comes with a slightly flexible shaft, a thicker plastic handle, a small fabric lanyard for hanging and a 3 1/4" diameter "flower" design head in colorful flexible rubber. Two of them come with the order, and both seem fairly sturdy. The tool could well be used to stimulate a cat to swipe at it. As a dog owner my dog is indiffirent to it. If I let my dog (who is a powerful chewer) play with it by himself the head would be torn apart pretty quicklyThe ad says “No Hurt Dog Training Whip“ but if you try it on your hand you’ll know it’s NOT no hurt. Packs a real sting, and unless you want your dog (or animal) in pain and afraid of you, then this is not something to “tap†your animal with. It’s all up to the user as to what it’s used for.

These did not hurt the puppy, but she learned quickly what they were for. Now all I have to do is show it to her and minds.
